He never stops digging... Imagine a guy who is so normal. Imagine a guy who looks so fucking bland. Now imagine he's a federal agent whose job is chasing art thieves and rich assholes who commit tax fraud and live in giant penthouses overlooking New York City. This is Peter Burke, a 40-something-year-old Normal Guy who is far from normal but boy does he look it. He cased his wife and stalked her schedule before asking her out on their first date. His best friend is a conman who he regularly tracks and lies and commits crimes for. He will do whatever it takes to do the right thing, and he will also do whatever it takes to make sure Neal Caffrey gets fair treatment from the American Justice System (and that fair treatment should be working with him at White Collar, of course.) You'd just better hope your case file never lands on his desk, because Peter Burke never lets anything of his slip away.
First impressions
Visual
Peter Burke puts the "every" in everyman. He wears off-the-rack suits when on-duty, and comfortable v-necks and khakis in his own time. He cuts his own hair and has about as much vanity as New York has cornfields -- which is to say, none at all. He is normal, from the top of his head to the soles of his feet. "Normal" is his comfort zone, it's what he knows. It makes him easy to underestimate.
Aural
Peter speaks calmly and with certainty, though god help you if you make him mad. He's good at his job and he knows how to get things done. He wields authority with respect for his agents, but he's quick to fluster and raise his voice when caught off-guard or frustrated. He doesn't frustrate easily (unless the problem happens to be related to Neal Caffrey.) That said, he is a trained agent, so he can lie and go undercover. He just can't flirt to save his life.
Fashion
Did I mention off the rack suits? Peter knows enough to wear the right ties and jackets, but it's more thanks to his wife Elizabeth for buying him nice clothes. If it were up to him, he'd probably wear the same 5 suits Monday through Friday, and scoff at the idea of getting anything tailored to him. He doesn't keep up with fashion trends or designer styles; he knows what he needs to know for work, and that's it. I mean, what else is there?

Physical Affection: Peter is a little repressed in terms of showing affection outwardly, but he's touchy-feely as long as no one draws attention to it. If he likes you, then it's OK to go for a hug or a pat on the shoulder.
Physical Violence: Peter is a fed, he's trained in self-defense and more. He will shoot to kill if it'll save someone's life.
Relationships: Peter is married to his beautiful wife, Elizabeth, and would say he only has eyes for her.
Psychic & Psionic Info: Peter is a normal human, though he loves structure and routine so his brain is probably so organized it's wild.
Offensive Subjects & Triggers: Peter believes in the power of justice and the system, he doesn't respond well to having his authority directly questioned, and will absolutely flip if anyone he cares about is threatened or placed in danger. He's slow to trust and takes a personal offense to lying.
Out of Character
Backtagging: Yes, just let me know if I drop anything you'd rather keep going.
Threadhopping: Just give me a heads up first.
Fourthwalling: I'd rather not, though characters are free to assume he's a fed because he's so uptight.
Shipping: Peter has been happily married for over 10 years. That said, I ship Peter with Neal as well as his wife, Elizabeth. He's not going to cheat or go poly for anyone else.
Married Man: I won't assume people are down for the adultery angle and will default to Peter/Neal working as a throuple with Elizabeth. That said, I am always down to play up Peter's guilt about having feelings for Neal, and therefore "cheating" on Elizabeth, whether she is involved in the Peter/Neal relationship or not. If you want that guilt, just let me know.
Special Agent: Peter is a Federal Agent, a Suit, and works for "the man." He will report theft, believes that crime should be met with just punishment, and believes in the criminal justice system. He's a cop. I'm not going to warn for this but just like, be aware. "What are you, a cop?" The answer is yes.
Off-limits: Self-harm via cutting, please warn for suicidal ideation as well when possible.
